New Well Water Pollution Plan and Permit Requirements

The Iowa Department of Natural Resources (DNR) has written new rules and developed a new General Permit to authorize the discharge of well construction and well services related wastewater when the wastewater reaches “Waters of the United States”. On March 17, 2010, rule amendments to 567 Iowa Administrative Code Chapter 64 and the new National Pollution Discharge Elimination System (NPDES) General Permit #6 (GP6) became effective.

GP6 requires the use a Well Water Pollution Plan (WWPPP) and the use of best management practices (BMPs) to adequately address the treatment needs of the wastewater before discharge. In addition, if the well construction/service project requires the services of an engineer, an engineer must also develop and certify the WWPPP and any revisions to the WWPPP that are needed to adjust the BMPs to ensure adequate wastewater treatment.
